A Study on Sc or St Sub-Plans and Education in Telangana State

Abstract


It evaluates the concept of SCSP/TSP with reference to the guidelines issued by the Planning Commission and the recommendations of the National Advisory Council. In this article the study has clearly brings out that SCSP/TSP is envisaged to be a policy to accelerate the development of SCs and STs through education. So that over a period of time the gaps in the development of SCs/STs when compared to others are bridged. The Planning Commission has given clear guidelines for realizing this objective by emphasizing the need for setting apart a portion of the Plan Fund, not less than the proportion of SCs/STs in the total population of the telangana State as the use may be for support for financing SCSP/TSP Plans. The guidelines also suggested appropriate institutional arrangements for facilitating planning and implementation of SCSP/TSP. The funds under SCSP/TSP are expected to be shown under separate minor head “789” and “796” respectively and that the funds are supposed to be non-lapsable and non-divertible. The National Advisory Council advocated for setting aside a portion of the Plan Outlays, not less than the proportion of SC/ST population, before the Plan Outlays are allocated to the Departments. NAC has recommended for including only such schemes which secure direct benefits to SC/ST individuals or SC/ST households or SC/ST localities and avoid showing notional benefits under SCSP/TSP.
